In fact, on a 512 line at my home, I cap uTorrent at 55 kB/s and it works fine. So, your ISP likes to boast about 512 upload. You're just missing an important part, here.

Set max peers to 200, and max per torrent to 80. So you want settings just like the above. You don't realy need to communicate with 200+ clients if you're only downloading from 40-50 and seeding to 10-12, right? Remember, even while file data goes back and forth, clients communicate. The max connections and global connections are simply limits on how many people to communicate with. That's enough to contribute, but not tremendous. Since the max active torrents is 2, that means uploading to 10 users (5 for each of 2 torrents) which, over a speed of 52kB/s means seeding to peers at ~5 kB/s. With a 5mbps download, you're extremely unlikely to max out the download.
